JOB SUMMARY:

Under general supervision, provide full cycle payroll processing and reporting for USA employees. Sustain a high-volume multi-state, multi-shift and bi-weekly hourly and salary payrolls and related taxes. Ensure compliance with policies and statutory regulations. Maintain accurate and thorough payroll records for organization compliance and JSOX corporate governance. Provide high-level customer service to all employees and interface with external service  providers. Assist with a wide range of Human Resources generalist and administrative related activities.

 

ESSENTIAL DUTIES and/or RESPONSIBILITIES:

1. Prepares, processes, audits and balances full-cycle bi-weekly payrolls, including sales incentive payouts, bonuses and other compensation payments as necessary. Generates manual payroll checks including calculations, processing,
printing and distribution of check. Ensures payroll processes and procedures adhere to JSOX corporate governance.
2. Processes and approves requests for time off to ensure compliance to company policy.
3. Subject Matter expert on payroll issues for the entire organization and in particular collaborates with Human
Resources to ensure questions and issues are processed correctly and in a timely manner.
4. Executes high-volume data entry in regards to employees’ hours on a timely and accurate basis which may involve
timecard adjustments. Researches payroll data and/or documentation accuracy (timecards, time off request forms,
etc.) and corrects as required.
5. Reviews and processes liens and wage garnishments for employees to include data entry set-up in Payroll system.
Communicates with appropriate agency level and/or organization in regards to taxes and garnishments.
6. Ensures Federal and multiple state payroll taxes are accurately set-up in the payroll system. Partners with
accounting for timely payment of quarterly and annual tax filings.
7. Certifies compliance with company policies, Federal, State and local employment wage and hour laws. Distributes
employee paychecks and earnings statements to employees.
8. Maintains payroll information, files and records for storage and destruction in accordance with legal record-keeping
requirements.
9. Reconciles 401(k) plan funding; prepares funding back-up; reports data and submits fund contributions to recordkeeper.
10. Leads the process of W-2 statements; provides copies to employees as necessary and prepares/processes W-2
amendments, if necessary.
11. Collaborates with Human Resources team in data collection, reporting, analysis and other special projects as
necessary.
12. Creates ad-hoc payroll and analytical reports on demand such as monthly headcount report.
13. Trains Human Resources staff on payroll processing and ensures back-up is well-trained in full payroll cycle process
during absences.
14. Collaborates with HR team members, finance and other departments to ensure seamless payroll operations.
15. May assist Finance with special projects.
16. Assists with employee onboarding procedures.
17. Gathers and maintains employee records; coordinating with HR team members to ensure correct employee
data.
18. Addresses and resolves any payroll related issues or discrepancies.

19. Listens to employee complaints and seeks solutions.
20. Coordinates employee off boarding process.
21. Updated and maintains accuracy of benefits enrollment system.
22. Assists with communication of benefits to employees.
23. Other duties as assigned

 

MINIMUM EDUCATION and/or EXPERIENCE:

1. Associates degree in Business Administration, Accounting or related field; and 5 years’ related experience; or an
equivalent combination of education and experience.
2. Working knowledge of ADP’s Pay eXpert, EXLabor and ADP reporting, preferred.
3. Exposure to SOX or JSOX in a manufacturing environment with multiple shifts, preferred.

The following are desirable:

KNOWLEDGE, SKILLS and/or ABILITIES:

1. Advanced knowledge of payroll processing, wage garnishments, taxes, record-keeping, documenting and
compliance.
2. Exceptional working knowledge of payroll-related Federal and multi-state wage and hour laws.
3. Work independently and with a wide variety of staff, departments and culture while fostering a cooperative spirit
within a large and/or small team.
4. Strong problem analysis and problem-solving skills as well as exceptional ability to handle sensitive material and
maintain confidentiality.
5. Highly detailed-oriented and with good follow-through, highly organized, manage multiple projects simultaneously
with excellent verbal and written communication and interpersonal skills and exceptional keyboarding skills with
strong accuracy.
6. Ability to prioritize, work with and meet deadlines and handle a high-volume workflow in a fast-paced manufacturing
environment.
7. Intermediate skills with Microsoft Office: Outlook, Word, Excel, Power Point and Internet Explorer.
8. Intermediate level of reading and interpreting documents such as safety rules, operating and maintenance
instructions and procedure manuals. Ability to write routine e-mails and speak effectively across a functional matrix
organization.
9. Add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals.
10. Understand and follow standard operating and safety procedures.
11. Bilingual or Multi-lingual in languages frequently used within the Group of Companies employees and/or customers.

The following are preferred:

CERTIFICATES and/or LICENSES:

1. Certified Payroll Professional (CPP).

PHYSICAL DEMANDS and/or WORK ENVIRONMENT:

1. Position involves frequent sitting at a desk (up to 6 hours/day) using the computer for data entry and other work
applications.
2. Ability to stand and walk occasionally (up to 3 hours/day).
3. Ability to occasionally lift and carry items (such as packages) up to 15 pounds.
4. Ability to squat and kneel occasionally (up to 3 hours/day) to file records.
5. Ability to climb stairs or step stools occasionally (up to 3 hours/day).
6. Ability to reach with hands and arms occasionally (up to 3 hours/day) to remove materials from shelves.
7. Ability to finger, grasp and feel objects (such as files and mail items) occasionally (up to 3 hours/day).
8. Fine hand manipulation of light-moderate strength is required for computer work.

9. Requires close vision (clear vision at 20 inches or less) for computer work and distance vision (clear vision at 20 feet
or more).
10. Must be able to speak/hear to fulfill verbal communications and respond to ringing telephones.
11. Must be able to work extended hours per the demands of the business.

This is a hybrid position based in either the San Diego, California area with some travel to Oceanside, California as well.

 

The role offers Compensation of:

  • Target Salary – $80k
  • Eligible for Overtime benefits
  • Excellent Benefits – including 15 days of PTO to start & 21 days after 1 year of employment
